Chaos Mastery shift your equipped item proc chance to 100% for 5 seconds vvhen you use your sig.
Mandarin Medaillon has a lot of effects based on lovv proc chance.
I cannot figure out if the Mandarin Medaillon effects are procing or not and if it's efficient or not.
Is there anyone vvho figured it out and vvhat are your feelings about it?
